Bill Synopsis: This bill seeks to restore physician discretion and parental choice in California’s vaccination exemption process for school and childcare entry. SB-1377 would repeal the current electronic medical exemption system (CAIR-ME) and related state oversight measures first established under SB-276 and SB-714 (2019). Under SB-1377, licensed physicians could again issue written medical exemptions directly to parents without state pre-approval or registry submission. These exemptions could only be challenged in court upon clear and convincing evidence of fraud, effectively ending departmental revocation or audit procedures.
