Legislation Details
Bill Name: California Healthy Food Financing Initiative
Bill Number: AB-2213
Bill Author(s): Assembly Member Alex Lee
Legislative Session / Year: 2026
State: California
AVFCA Position: Support
Bill Synopsis: This bill establishes the California Healthy Food Financing Initiative and creates a dedicated council housed within the Treasurer's office — comprising the Treasurer, the Secretary of Food and Agriculture, the Secretary of Health and Human Services, and the Secretary of Labor and Workforce Development — to serve as the state's coordinating body for expanding access to nutritious food in underserved urban, suburban, tribal, and rural communities and eliminating food deserts across California. AB-2213 is needed because despite California's status as the nation's leading agricultural producer, millions of Californians, disproportionately in low-income communities and communities of color, still lack reasonable access to affordable, healthy food, and the state currently has no centralized financing mechanism or interagency structure dedicated to closing that gap.
